Water trading within states has been possible since the late 1980s. In 1998 the Murray-Darling Basin Ministerial Council established a pilot interstate water trading project that allowed limited interstate trade of permanent water entitlements. Water users in the South Australia River Murray and the Mallee regions of Victoria and New South Wales were able to buy and sell water across state boundaries. In June 2004 the Council of Australian Governments signed the Intergovernmental Agreement on a National Water Initiative which, among other matters, agreed to expand the area where interstate trade in permanent water entitlement can occur.
